my friend said that he has gay feelings about many guys and he wants to have sex with them. a few times he actually had the chance to but then couldnt bring him self to do it. my friend is curious i think, not gay. but could this hesitance be because he doesnt want to actually do it?

Yes, his hesitance means he doesn't actually want to do it. If he actually wanted to do it, he'd do it. If you mean "does his hesitance mean he actually doesn't have gay feelings?" the answer is "almost certainly not." Why would a guy say he's confused about his sexuality when he isn't?

The hesitance could be for a variety of reasons: nervousness, concern about STDs, and concern about word spreading about him having gay sex, among others. I don't think it says much about his actual sexual orientation, since he's stated that he wants to have sex with these other guys.

No, I meant why would a guy who's actually straight claim to have gay attractions? A guy who's actually gay might claim to be "curious," of course, but the OP seems to be wondering if he was actually just pretending to have those feelings. Why would he? Just makes his life harder.
