Squirting is when a girl expels ejaculatory fluid from her urethra during orgasm. The origin of fluid is believed to be the Skene's glands. When the g-spot (an area of spongy tissue surrounding the urethra, which is particularly sensitive) is stimulated consistently, many women experience the sensation of needing to urinate, which is a sign that they may ejaculate.

Any woman can do it, its just a matter of knowing how and allowing it to happen.
