WTF!!!
I just bought a pack of chicken wings and drummets in costco. Opened it up, and guess what? There is like 60 drummets and 2 wings. I'm serious, I counted it, and im pissed.

You can still complain, just not to Costco. Complain to the manufacturer, Foster Farms.
The very least, they'll probably mail you some kind of voucher for a free bag.
