It sounds like the government was proactive about the prestorm coordination efforts. That's sonething most countries fail at. If only 65 people died, I would consider that well handled. Yes, it's synical but considering how many could have died.

The one advantage (if it can be called that) to living in an area which is regularly affected by natural disasters is that the authorities usually have fairly effective emergency plans in force when they do occur. Often the worst disasters are when something totally unexpected happens in an area that was unprepared for it, such as an earthquake in a place which doesn't normally suffer from earth tremors.
Some people I went to school with were in Vietnam a few years ago when a typhoon passed through, and although it caused quite a bit of damage the human casualty list was quite small because the people have a good idea of how to stay safe when a major storm passes through, as it isn't a hugely uncommon occurrence there.
