A good rule is... more. The recommended bodybuilding intake is 1-1.5 grams per pound of body mass, which is a ton and difficult to eat, as you must also remember that the body can't absorb more than ~50 g in any one meal/short time period. The recommended daily intake for the general population, for reference, is 50 grams per day.
A protein diet will slim you down if it creates a caloric deficit, like anything else.

Most Americans consume more protein than they need. In addition, many sources people turn to for protein are not healthy, such as red meat and certain dairy products. Unless you don't get very much protein right now, you probably do not need extra protein to build muscle. Just eat a normal amount of protein each day (ideally from healthy sources such as legumes and whole grains) and you should be fine.
As far as slimming down, David is right: you'll slim down if you burn more calories than you consume. Odds are that consuming more protein will not cause you to slim down.

Doesn't matter how much protein you consume. Without muscle hypertrophy you wont be building any muscle. Last time I checked, protein doesn't cause muscle hypertrophy. How much protein do you need to support muscle growth? 1.0-2.0 g/lbs
As already mentioned, it depends if there's a caloric deficit. You need to burn more calories than you consume to slim down. However, protein-based diets are quite efficient in my experience. They don't contain as much calories as carbohydrates and fats, and meat is, ya'know, tasty.
